ABOUT

We - or rather, the owner of the "Geheimclub" - serve as a volunteer board member for the association Netzwerk Freie Kultur e.V.

Link between the independent arts scene and the city administration

Netzwerk Freie Kultur e.V. has made it its mission to act as a link between the independent cultural scene and the city administration. The board, elected by the members, plays a crucial role in the development and promotion of Magdeburg’s cultural landscape. Such associations are often key to bringing together the interests and needs of various stakeholders, creating synergies, and enabling sustainable cultural development.

The network is led by a volunteer board comprising individuals from diverse sectors of the cultural and creative industries as well as civil society. The association operates on a democratic structure, consisting of a board and thematic working groups that address specific issues in a targeted manner. Typical areas of activity include:

  • Communication and networking: Establishing and maintaining relationships with artists, cultural initiatives, and the municipal administration.
  • Advisory and support services: Assisting the independent arts scene with funding applications, project development, and navigating bureaucratic processes.
  • Event organization: Planning and executing networking meetings, workshops, and cultural events.
  • Public relations: Raising public and political awareness of the activities and concerns of the independent arts scene.

Tasks and challenges

The association’s central task is to build bridges between the often heterogeneous independent arts scene and the structured, bureaucratic world of the municipal administration. This requires a high level of communication skills, empathy, and negotiation expertise. Specific activities include:

  • Assessing needs within the independent arts scene: The association gathers information on the concerns and challenges faced by artists and cultural practitioners—such as issues regarding funding, a lack of space, or legal hurdles.
  • Political liaison: Volunteers raise these concerns during discussions, workshops, or working groups with the city administration and collaborate on developing solutions.
  • Project initiation and support: The association can independently launch projects to fill gaps in the cultural infrastructure—for instance, by creating rehearsal spaces or organizing intercultural festivals.
  • Promoting transparency and participation: Volunteers advocate for transparency in cultural policy decision-making processes and for the active involvement of the independent arts scene.

Volunteering: Motivation and Requirements

Working in an association like this requires a high level of commitment and a passion for culture from the volunteers involved. Members contribute their specific expertise - whether in the fields of art, cultural management, law, or communications. In our case, the motivation to volunteer stems from a desire to foster the city’s cultural diversity and improve access to art and culture for everyone.

However, this work is not without its challenges. The board, composed entirely of volunteers, must operate with limited resources - both financial and human. Furthermore, acting as a bridge between two often vastly different worlds - the independent cultural scene and the public administration - requires patience and diplomatic skill.

The association strengthens the sense of community within the cultural scene and fosters collaboration among various stakeholders. This facilitates the realization of cultural projects that exceed the capacity of individual groups and ensures long-term cultural development rooted in participation and mutual understanding.

Consequently, *Netzwerk Freie Kultur e.V.* benefits everyone involved: for the independent scene, it provides a platform to consolidate concerns and represent them effectively to the administration. For the city administration, the association facilitates access to the creative potential and innovative ideas emerging from the independent scene. This leads to a more vibrant, diverse, and inclusive cultural policy - or at least has the potential to do so, as finding common ground on cultural matters is rarely easy. Unfortunately, when budget cuts are made, the independent cultural sector is often among the first to be affected.

In our view, the voluntary role of serving on the network’s board is an indispensable part of a vibrant cultural landscape. It enables dialogue between diverse interests, promotes cultural diversity, and contributes to social cohesion. Despite the challenges associated with such an activity, the positive effects on the city and its development - extending far beyond the cultural sphere - outweigh them.
